Cannabis retail sales in Golden Print Article Font Size
At the Special Open Council Meeting held on July 31st 2018, Council discussed rolling out a local government regulatory framework in response to federal government legislation that has legalized, strictly regulated and restricted access to cannabis, as well as provincial legislation that has allowed for non-medical cannabis retail sales in both private and public retail stores. 
 
Council has given staff general direction:
  • To bring forward a zoning amendment bylaw for Council consideration to introduce the permitted use of  non-medical cannabis retail sales to the Mixed Commercial–C2 zone –- which is the commercial area south of the Kicking Horse River bridge and between 6th St N and 7th St N. Any production facilities will be restricted to the Light Industrial - M2 zone.
  • To draft a policy to guide Council’s evaluation of referrals from the provincial Liquor and Cannabis Regulation Branch, which will include items such as a simple evaluation matrix for applications; application intake periods; no caps on the number of stores; and the method for gathering public input on specific applications. This process will be the same as the process for rezoning applications (two ads in the paper, a mail out and delivery to those with 100 m of the subject property, and a sign describing the application). 
  • There will also be a fee set higher than a rezoning application for processing cannabis retail referrals.
  • To draft a smoke free bylaw (no smoking) for certain areas such as the downtown core and particularly where children gather (parks, schools, libraries, local government facilities).
