Referendum on Proposed Core Facilities Contribution Service – Electoral Area A (Rural Golden) to proceed

The Columbia Shuswap Regional District (CSRD) has received approval from the Inspector of Municipalities to proceed with a referendum to authorize the regional district to levy a tax on Electoral Area A residents (rural Golden) for the purpose of making a funding contribution to the Town of Golden. The referendum will be held in conjunction with the Saturday, October 20, 2018 local government general election.

The proposed taxation change would allow Electoral Area A residents to continue to receive unchanged access to four key facilities within the Town of Golden: the Golden Municipal Swimming Pool, the Golden Civic Centre, the Golden and District Seniors Centre, and the Mount 7 Rec Plex.

The referendum question will appear on the ballot as:

"Are you in favour of the Columbia Shuswap Regional District adopting Electoral Area A Core Facilities Funding Contribution Establishment Bylaw No. 5777, which will permit the Regional District to make an annual funding contribution to the Town of Golden to cover 20% of the net operating costs of the four core facilities, at a maximum annual taxation limit that is the greater of $125,000 or $0.1238 per $1,000 calculated on the net taxable value of land and improvements?"

The Town of Golden and the CSRD have jointly determined that, in addition to the revenues from rental and user fees, these facilities require a contribution from rural taxpayers in order to maintain operations at the current level of service. As residents in rural Golden receive economic and social benefits from the use of these facilities, the CSRD is proposing the new tax for rural residents in Area A to help support these facilities.

The referendum gives voters a chance to have a say in establishing a new funding formula to determine the future of Electoral Area A contributions to the four core facilities.
