Notice of Applications: Rezoning and Development Variance Permit - Horsfall

The owner of 837 Park DR has applied for a rezoning and development variance permit to allow for a four-storey building with commercial uses on the ground floor and 24 dwelling units.

The purpose of the Town of Golden Zoning Amendment Bylaw No. 1499, 2025 is to rezone the subject property from Community Care and Resource - I3 to Mixed Use Commercial - C2.  The bylaw will be considered for 1st reading on September 16, 2025 at 1:15 pm at Town Hall (Council Chambers) 810 9th AVE S Golden B.C.

  • Variances are being sought for height (up to 14.9m) and landscaping.

How can I give feedback?

As part of the Provincial Government’s Housing Action Plan (effective November 30, 2023) Council is prohibited from holding a public hearing for zoning amendment bylaws that facilitate residential development and are consistent with the Official Community Plan. As such, there is no opportunity to speak to Council in person.

Anyone who considers themselves affected by the proposed application and wishes to register an opinion may do so by forwarding written submissions for Council consideration (to the attention of Alysha Saville, Corporate Officer) by: 

  1. Dropping it off at the Town Hall mail slot.
  2. By post (P.O. Box 350, Golden B.C. V0A 1H0).
  3. By email to clerk@golden.ca  (only emails sent to this email will form part of the Council Agenda).

Any submissions must be received by 9 a.m. on Thursday, September 11, 2025.

Residents can attend the Council Meeting in person in Council Chambers or virtually by Zoom webinar on Tuesday, September 16, 2025 at 1:15 p.m.

Speaking at the meeting

Once Mayor Oszust has announced that the Question Period is open for public input, please do the following:

  1. Click the “Raise Hand” icon in the webinar controls. This will notify staff that you have raised your hand and would like to speak.
  2. When it is your turn to speak, staff will unmute your microphone. Click accept to unmute your microphone. You will not be able to share your video.
  3. State your name, address, and provide your input and if you are supportive or opposed.
  4. You will have up to five minutes to speak.
  5. After all speakers have been heard, the Mayor will call for any additional speakers. If you wish to speak for a second time, please click "raise hand" icon again and wait for staff to unmute your microphone again.
