Notice of Application: Liquor Primary structural change - Rockwater Grill and Bar

The Town of Golden and the BC Liquor and Cannabis Regulation Branch (LCRB) have received an application for a structural change to a liquor primary licence at 429 9th Ave. N. – the Rockwater Grill and Bar.

The Rockwater is expanding into the former Reposados space and has applied for a proposed person occupancy increase from 356 persons to a maximum of 400 persons.

The Rockwater has also proposed to licence the second storey (rooftop) patio as liquor primary (no longer food primary) and for it to be open until 2 a.m.

On August 18, 2026, Council supported the application with a condition that the second storey patio close at 11 p.m.  The Rockwater then requested Council reconsider the second storey patio to be licenced from 12 p.m. and close at 12 a.m. Sunday to Wednesday and close at 2 a.m. Thursday to Saturday. 

Note: Currently under the food primary licence the rooftop patio is licensed from 9 a.m. Monday to Saturday to 2 a.m. and Sunday to 12 a.m.

1. By forwarding written submissions for Council consideration by:

  • Dropping it off at the Town Hall mail slot.
  • By post (P.O. Box 350, Golden B.C. V0A 1H0). 
  • By email to clerk@golden.ca (Only emails sent to this email will form part of the Council Agenda). 

Any submission must be received by 9 am (noon) on Thursday, September 17, 2026.
