
James Matsuba, the owner of 1254 – Alexander Drive wishes to convert an existing accessory building into a Detached Secondary Residential Dwelling (DSRD). The property is zoned Twin Residential - R2 and this is an accessory use in the zone. The owner is proposing three variances in order to bring the structure and change of use into compliance with the Zoning Bylaw requirements. The proposed variances are described below:
- Schedule E R2 – Twin Residential zone’s Section f) Minimum Yard Setbacks – DSRD requires:
Interior Lot Line setback of 3.0 m.
This proposed variance would allow for a reduction of the Interior Lot Line setback from 3.0 m to 1.5 m.
Rear Lot Line setback of 3.0 m.
This proposed variance would allow for a reduction of the Rear Lot Line setback from 3.0 m to 2.1 m. - Schedule E R2 – Twin Residential zone’s Section g) requires:
Maximum Building Height of a Detached Secondary Residential Dwelling shall be the lesser of 7.5 m or the height of the principal building.
This proposed variance allows the accessory building height to exceed the existing principal building’s height by 0.7m, but to not exceed 5.8m.

Speaking at the Public Hearing
Once Mayor Oszust has announced that the Public Hearing is open for public input, please do the following:
- Click the “Raise Hand” icon in the webinar controls. This will notify staff that you have raised your hand and would like to speak.
- When it is your turn to speak, staff will unmute your microphone. Click accept to unmute your microphone. You will not be able to share your video.
- State your name, address, and provide your input and if you are supportive or opposed.
- You will have up to five minutes to speak.
- After all speakers have been heard, the Mayor will call for any additional speakers. If you wish to speak for a second time, please click "raise hand" icon again and wait for staff to unmute your microphone again.
